Who is considered a certificate holder?

The certificate holder is defined as a person who possesses a certificate that has been issued by the appropriate board. This designation implies that the individual has completed the necessary requirements and has been recognized officially, granting them certain privileges or rights to perform specific tasks in accordance with the certification.

To clarify further, those who apply for certification but have not yet been issued a certificate do not qualify as certificate holders, as there is a distinction between application status and the actual holding of a certification. Additionally, individuals who have surrendered their certificates have relinquished their status, and thus do not retain the rights or responsibilities associated with being a certificate holder. Similarly, individuals who are in training are still in the process of obtaining their qualification and therefore have not achieved the status of certificate holder until they complete their training and receive their certificate.
